The document provides for the preservation of Washington’s limited military contingent in Afghanistan after the withdrawal of the main territory of NATO forces at the end of the year
ABU DHABI, 30 September. The signing ceremony of the agreement on security between Afghanistan and the United States took place on Tuesday at the presidential palace in Kabul. This was reported in the administration of the new president, Ashraf Ghani Ahmadzai.
Conclusion of the agreement defining the status of American troops and providing for the preservation of Washington’s limited military contingent in Afghanistan after the withdrawal of the main territory of NATO forces at the end of the year, took place a day after the inauguration, and was actually the first independent decision of the head of the republic. Parties preferred not to draw attention to the event, so Afghanistan was represented by appointed Monday Presidential Adviser on National Security, former Interior Minister Hanif Atmar.
On behalf of the American administration, the US Ambassador James Cunningham in Kabul. It is expected that in the near future is also signed a similar agreement with NATO. This question was one of the key for which lasted almost eight months of the presidential election in Afghanistan. Both candidates for the presidency of the republic – the ex-finance minister Ashraf Ahmadzai and former Foreign Minister Abdullah Abdullah – have repeatedly stated their desire to sign the agreement immediately after their election.
Earlier, the outgoing president, Hamid Karzai, for political reasons, refused to put his signature to this document, which has already been agreed between Washington and Kabul. He demanded that the American administration guarantees of non-interference in the internal affairs of Afghanistan, including the refusal of air strikes on civilian targets, but did not get a clear answer. In late May, President Barack Obama announced the decision to proceed with the final withdrawal of American forces from Afghanistan. It is assumed that the number of troops the United States in the country to reduce the beginning of 2015 to 9800, then within a year has reduced by about half, and at the end of 2016 there will go past the soldiers and officers. Currently, the United States remain on Afghan territory about 30 000 their soldiers.
In connection with the inauguration Ahmadzai Monday Secretary of State John Kerry said that the Obama administration expects to work closely with the new President and the Government of National Unity of Afghanistan to strengthen the partnership between the two countries. In a similar appeal “as quickly as possible” to sign the agreement was made, and the German Foreign Minister Frank-Walter Steinmeier.
