BERLIN, Aug. 18. Kiev has no control over the numerous armed groups, including the “right sector” as well as battalions of Ukrainian oligarchs. This was stated by Foreign Minister Sergei Lavrov after the quadripartite meeting in Ukraine.

“We are working with colleagues in Western Europe and the United States, which may affect the armed groups that do not obey the authorities in Kiev. West has such an impact and is ready to work”, – said the head of the Russian Foreign Ministry.

As Lavrov said, Russia insists that the Kiev government “start a national dialogue involving all regions of Ukraine, as agreed in Geneva.”
